Abstract

This This article presents theoretical-critical reflections on the Rights Guarantee System and the full protection of children and adolescents. Part of the findings from stage three of the research on “Childhood, Youth, Families and the Rights Guarantee System after 30 years of the Child and Adolescent Statute: a study from the city of São Paulo/SP”, carried out by the Studies Center and Research on Children and Adolescents - emphasis on the Rights Guarantee System, with funding from the National Council for Scientific and Technological Development - CNPq. In the third stage of the research, field
research was carried out with members of the SGDCA and listening to workers in education, health, social assistance, justice system and guardianship council policies. For this listening, the territory of the Grajaú district was chosen, due to its high rates of exclusion and its large territorial extension. A central question guides the conduct of this stage of research: How is
access to the fundamental rights of children and adolescents being provided? The workers' narratives lead us closer to the intricate tangle of threads, ties and knots that make up the fabric of guaranteeing the rights of children, adolescents and their families and the conditions for sustaining this work that is intended to be organized as a network.
